Vice President David Hughes and Senior Vice President Steve Leff publish article on economic models for implementing jail diversion programs for persons with a mental illness

An article was recently published in the journal Criminal Justice and Behavior titled "A Simulation Modeling Approach for Planning and Costing Jail Diversion Programs for Persons with Mental Illness" with colleagues from Policy Research Associates. Apart from a general pattern of cost shifting from the criminal justice system to the community mental health system, studies on the costs of jail diversion programs have yielded limited and equivocal results. Communities have also been challenged to provide a comprehensive and appropriate set of community based mental health and substance use services.

In response to the mixed results on cost findings and lack of ideal service packages, HSRI staff members developed a simulation model to project the fiscal impact of well-designed jail diversion programs using data from criminal justice and mental health systems, the best outcome data from the literature and the HSRI computer simulation model.

The article is available for download here.
