HSRI is collaborating with Comagine Health and the Oregon Health Authority (OHA) to unify Oregon’s healthcare data under a single All-Payer Claims Database (APCD). Previously, the state managed two separate systems: OHA’s mandatory All Payer All Claims (APAC) database and Comagine Health’s voluntary Oregon Data Collaborative (ODC). By merging these databases, the project aims to streamline data collection and enhance its utility for policymakers, researchers, and other constituents.

Approach

To support this transition, HSRI developed standardized data metrics, transferring existing files, processing CMS Medicare data, and updating data extracts. Additional efforts focus on improving data quality and performing critical data enhancement activities to ensure the new system meets the highest standards of accuracy and usability.

Impact

By consolidating Oregon’s healthcare data into a single APCD, HSRI and Comagine Health are simplifying processes for data contributors, especially domestic carriers who previously had to submit data to both APAC and ODC. This unified approach reduces duplication, enhances data reliability, and provides a more comprehensive view of healthcare trends in Oregon. The result is a streamlined, efficient system that empowers better decision-making and supports improved health outcomes for all Oregonians.
