Passed in 2018, the Family First Prevention Services Act (FFPSA) aims to keep children at risk of entering foster care safely with their families and strengthen community-based supports. Florida’s Department of Children and Families partnered with the University of South Florida (USF) and HSRI to evaluate the implementation of evidence-based prevention (EBP) models. HSRI led fidelity monitoring and technical assistance, supported process and outcomes evaluations, and assessed a local program for potential inclusion in the Title IV-E Prevention Services Clearinghouse.
Approach
Partnering with nine EBP purveyors, all designated as well-supported by the Title IV-E Prevention Services Clearinghouse, our team evaluated the implementation of EBPs to strengthen parenting skills, mental health, maternal and infant health, and address substance use—key factors for families at risk of entering the foster care system. We developed data-sharing agreements, assessed and monitored EBP fidelity, and gathered input through surveys and interviews with child welfare leaders and providers. Using rigorous qualitative analysis, we identified implementation successes, challenges, and training needs. Collaborating with USF, we developed site-level and statewide fidelity reports to guide technical assistance and inform data-driven decisions.
Impact
This project strengthened the implementation of EBPs by determining both the challenges and successes experienced across the foster care system. By identifying barriers in implementation processes and highlighting effective strategies, this project shed light on gaps in support. It also provided crucial information on implementation fidelity, helping to tailor technical assistance more effectively. This project’s findings informed and enhanced implementation planning and supported efforts towards long-term sustainability.
