Opportunity
In collaboration with Mathematica, this Centers for Medicare & Medicaid Services (CMS) project supports the continued advancement of quality measurement for Medicaid Home and Community-Based Services (HCBS). The Mathematica and HSRI team was selected to support maintaining CMS-stewarded LTSS and HCBS measures and to assist in developing new measures for children receiving HCBS, based on the organizations’ combined experience in HCBS, quality measurement, and experience-of-care surveys.
Approach
HSRI supports the annual maintenance of existing HCBS quality measures by conducting environmental scans, literature reviews, data analyses, and synthesizing feedback from a range of constituents. Additionally, the project team is convening a Technical Expert Panel that includes individuals with diverse, relevant subject matter expertise and lived experience. HSRI is also contributing to the consensus-based endorsement process for selected measures. Finally, the team is identifying gaps in current measurement related to children receiving HCBS and supporting the development of new quality measures that reflect their unique needs.
Impact
This work is advancing the ability of states and CMS to measure, track, and improve the quality of HCBS across the country. By strengthening existing measures and developing new ones for children, the project supports a more comprehensive and accurate understanding of the experiences and outcomes of individuals receiving HCBS, driving service improvements and promoting person-centered care nationwide.
