This report has been prepared under contract to the Connecticut Department of Mental Health, and in response to Legislative Act 80-80. This Act requires the Commissioner of Mental Health to develop a plan to terminate the operation of either the Connecticut Valley, Norwich, or Fairfield Hills Hospital. The ensuing material was developed in three phases.
