The NC Department of Health and Human Services contracted with HSRI to examine regulatory and statutory constraints to consumer direction across populations including people with developmental and physical disability, mental illness, and seniors.  The final report includes specific recommendations for policy changes including legislation to reinforce the importance and value and consumer direction in all long term care programs in the state.
